The Jackson Hole Chapter of Trout Unlimited is an all-volunteer conservation nonprofit working to care for and recover rivers and streams and the trout that call them home. Working with TU national staff and community partners, we bring people together to make our trout fisheries stronger, our water cleaner, and our communities healthier. Listed below, you’ll find our Board of Directors, along with TU national staff who work closely with the JHTU chapter in supporting and amplifying local conservation efforts.



PRESIDENT
Kathleen Belk Doffermyre
Kathleen serves as President of the Jackson Hole Trout Unlimited Chapter. When she’s not thinking about our native cutthroat trout and the Upper Snake River watershed, she’s serving as the Senior Program Officer at the George B. Storer Foundation, where she oversees all grantmaking strategy and processes. Kathleen is passionate about addressing climate change, protecting the health of ecosystems, promoting a prosperous and sustainable future for Wyomingites, and promoting children’s health through well-designed early childhood outdoor learning environments. In addition to fishing, Kathleen is an avid mountain biker, skier, and enjoys adventuring on America’s incredible Public Lands with her husband, two young redheaded kids, and their adventurous dogs.
VICE PRESIDENT
James Rooks
“Jimbo” Rooks is a 5th-generation Jackson Hole local and lifelong angler and fishing guide. Rooks was a classroom teacher, principal, and athletic coach for 25 years, a member of the Jackson Town Council, and now works as the Bike Safety Coordinator for Friends of Pathways. Jimbo is married with two teenage kids and loves fly fishing on local fresh waters, remote Alaska rivers, and saltwater
SECRETARY
Catherine Holland
Catherine’s passion for teaching children in the outdoors is partnered with her passion for nutrition and the culinary arts. As a registered dietitian with a B.S. in culinary arts from Saint Louis University, she has always brought a wealth of knowledge to meal planning and food preparation for backcountry trips. In the world of camp, Catherine has served in a variety of roles, including head chef, assistant director and director of a summer camp in northwest Wyoming. Outside of camp, Catherine has worked as a registered dietitian and certified diabetic educator at the hospital in Jackson, Wyoming.



TREASURER
Diana Miller
Diana is a fisheries biologist with the Wyoming Game and Fish Department in the Upper Snake River drainage, having started in that position in 2008. Diana studied wildlife biology at Colorado State University before pursuing her master’s degree in Fisheries Management at the University of Wyoming. Diana grew up on a guest ranch outside of the east entrance to Yellowstone National Park on the Shoshone National Forest. Her childhood was filled with exploring the mountains, catching minnow from streams, and riding horses. These early years shaped her love for the outdoors and most certainly impacted her choice of career. Diana has been on the Jackson Hole Trout Unlimited board since 2019. Previous to that, she served on the Conservation Committee of the Wyoming Council of Trout Unlimited.

Abby Paffrath
Abby was born and raised in Breckenridge, Colorado, where a love for the outdoors shaped every part of her life. A true mountain girl, she grew up skiing, riding horses on her family’s ranch, fly fishing, and rowing friends down the river in her drift boat. These passions continue to inspire her work as an artist. Staying true to her roots, Abby attended the University of Montana in Missoula, earning a bachelor’s degree in fine art in 2003.

Bruce Wolf
Bruce grew up fly-fishing with his grandfather and enjoys fishing for everything from panfish and bass to ocean fishing, but most of all trout. Bruce graduated from the University Wyoming, where he enhanced his knowledge of backcountry fishing around the state.
Bruce’s professional career took him to the east, where he learned to fish the Delaware River and the surrounding area. Each year, he would return to the greater Yellowstone and Teton region to chase Cutthroat trout.
Bruce has a keen love for fishing our backcountry creeks and rivers. He enjoys showing folks what it is he loves about the land, its history, and why trout fishing is so much fun.

Melissa Morton
Melissa was raised in Chevy Chase, Maryland and was fortunate to discover and fall in love with Jackson in the late 90’s. She grew up an avid outdoorswomen and athlete, playing Division One College lacrosse at The Ohio State University. During the summers while in college, she worked trail crew in Grand Teton National Park, taking her to the deep back woods of many spectacular canyons in the park. After college in 2010, she moved to Jackson Hole to teach skiing and enjoy a life out West.
Melissa and her late husband, Spencer Morton, founded Jackson Hole Fly Fishing School in 2013 with a mission to make fly fishing fun and accessible to all. With Spencer’s passing in May of 2021, Melissa assumed ownership of this incredible business until 2023 when she passed the torch along to fellow Trout Unlimited Board Member Brian Shott.
Melissa also assumed Spencer’s vacant Trout Unlimited Board position in 2022 and loves giving back to the incredible Jackson Hole Community. Her favorite event of the year is Kid’s Fishing Day at R Park that she enjoys with her two children, Fritz and Eloise.

Lisa Capps
Lisa has over 20 years of experience in corporate finance, investor relations, and private investments across both public and private companies. After earning her degree from UCLA, she worked in international and regional banking in Southern California. She later owned The Flower Girl, a wedding floral design boutique, for ten years. In 2016, Lisa and her husband, Scott, co-founded Atmospheric Data Solutions (ADS), a high-performance weather forecasting company acquired by Technosylva in 2023.
Lisa is passionate about philanthropy and has supported organizations like Make-A-Wish Foundation, Rosary Academy, Boys Hope Girls Hope of Southern California, and Astoria Park Conservancy. She has served on several boards, including the Irvine Swim League, National Charity League, and is currently on the boards of The Johns Hopkins University Parent Council and Jackson Hole Trout Unlimited.

Brian Shott
Originally from Philadelphia, Brian grew up fishing local ponds and creeks across Pennsylvania. A summer trip out west in high school introduced him to fly fishing, and he never looked back. While attending the University of Rhode Island, he honed his skills chasing striped bass, bluefish, and false albacore. After graduating, Brian moved to Jackson to pursue his dream of working in the mountains.
He got his start as the Fishing Lead for Orvis, where he built strong relationships with local guides and outfitters. These connections led him to the Western Rivers Guide School and launched his guiding career. Brian has since found a home at Jackson Hole Fly Fishing School, where he’s grateful for the mentorship of founder Spencer Morton.
Brian is proud to be part of a passionate team and has earned recognition as one of Jackson’s top instructional guides, receiving bronze (2021) and silver (2022/2025) in the Best of JH contest. A strong advocate for conservation, he serves on the board of Jackson Hole’s Trout Unlimited chapter. Known for his effective communication and humble demeanor, Brian has built lasting friendships with many of the guests he’s had the pleasure of guiding.

Jennifer Ford
Jennifer Ford loves fly fishing and sitting on boats for hours at a time on remote rivers. She is the president and founder of Frederick Mountain Group, a business development consulting company. She has a bachelor’s degree from Georgetown University and a J.D. from the University of Colorado. Mrs. Ford was a wilderness guide for seven years in Montana, Wyoming, Utah, and Idaho. She has lived across the Intermountain West for over 25 years.

Craig Morris
Craig Morris moved to Jackson in the early 1990s with his soon-to-be wife, KJ. After working a variety of jobs, he found his footing at West Bank Anglers, where his fly fishing journey began. A few years later, he left West Bank and launched a small online business called AlltheRightFlies.com. Partnering with fly fishing travel brokers, he supplied flies for destination trips around the world. In 2011, a few years after becoming parents, Craig and KJ shifted their focus to early education and co-founded the Jackson Hole Children’s Museum. While Craig has been fortunate to fish in incredible places over the years, Jackson Hole and its waters remain close to his heart. He looks forward to supporting Trout Unlimited in any way he can.

Lyons Brown
Lyons Brown was born and raised in Telluride, Colorado, where he developed a deep connection
to the natural world and an early appreciation for the importance of conservation. After pursuing
ski racing and high school in New England, Lyons attended the University of Virginia, where he
earned his degree as a graduate of the Global Studies program with his focus on sustainability and the environment.
With a professional background as a fishing guide, Lyons has guided on some of the most iconic rivers in the American West. His time in the Tetons and his familiarity with the Greater Yellowstone/Teton ecosystem have further deepened his respect for the delicate balance of
freshwater ecosystems. This passion for conservation and his understanding of the places he works allows him to take a thoughtful and respectful approach to protecting these vital resources.
As a dedicated board member of Jackson Hole Trout Unlimited, Lyons brings both his expertise in fly fishing and a strong commitment to preserving cold-water fisheries.
In his free time, Lyons enjoys skiing, golfing, creating art, enjoying live music, and seeking out
new adventure.



Wyoming State Director
Leslie Steen
Leslie Bahn Steen is Wyoming State Director for Trout Unlimited, where she oversees TU’s conservation program for the state and a staff team of 11 focused on conserving, protecting and restoring Wyoming’s watersheds and fish, including a portfolio of over 50 active stream restoration and reconnection projects. She also advances national and state policy priorities including Jackson Lake flows, land management planning, and drought resiliency. Leslie has lived in Jackson Hole since 2007 and created TU’s Snake River Headwaters Initiative in 2016 together with a broad suite of partners. Prior to her role at TU, she worked at the Jackson Hole Land Trust, where she led and expanded communications and outreach efforts for the organization. Leslie’s previous work experience also includes fisheries monitoring with the Lolo National Forest, environmental consulting, science communications, producing an adventure film festival, and outdoor education with Outward Bound. She serves as a board member of the Wyoming Water Association. Leslie enjoys spending time in the Tetons and on the Snake River with her husband, Scott, and son Oliver, fishing, skiing, climbing, and playing music.
Snake River Headwaters Senior Project Manager
Kole Stewart
Kole Stewart is the Snake River Headwaters Senior Project Manager at Trout Unlimited, based in Jackson, Wyoming. With over a decade of experience in fish and wildlife conservation and natural resource management, Kole leads efforts to restore and protect coldwater habitats across the Snake River headwaters region.
Originally from Nebraska and Kansas, Kole has always had a deep connection to rivers—whether rafting, paddleboarding, or fishing, he finds both purpose and joy in spending time on the water. He holds a bachelor’s degree in wildlife management from Fort Hays State University and a master’s degree in Fish and Wildlife Management from Montana State University, where he studied Yellowstone cutthroat trout spawning stream use in Yellowstone Lake.
Throughout his career, Kole has worked extensively on fisheries-related projects, including native trout restoration, fish passage improvements, population monitoring, and aquatic habitat enhancement. He has collaborated with a wide range of partners—including federal and state agencies, NGOs, and private landowners—throughout the western U.S. His expertise includes aquatic ecology, fisheries science, habitat restoration, environmental permitting, and stakeholder engagement.
Passionate about translating science into meaningful on-the-ground outcomes, Kole brings a collaborative and solutions-oriented approach to conservation.
Wyoming Water Policy Advisor
Kathy Lynch
A native of southeast Idaho, Kathy has recreated in the outdoors her entire life and has a strong affinity for the rivers of the Greater Yellowstone region. She holds a B.S. in Biology from Montana State University and a J.D. from the University of Colorado. Drawing on this background, she has advocated on behalf of coldwater fisheries and sportsmen in a variety of ways throughout her career and is currently TU’s Wyoming Water Policy Advisor. Kathy focuses her efforts on our water management and flow in the Upper Snake River Basin. Outside of her time with TU, Kathy has represented energy industry, real estate, and other clients before numerous local, state and federal agencies. She also served on the Board of JHTU from 2003-2007. Kathy is thrilled to be a part of the TU team, and she enjoys spending as much time as possible outdoors with her family.

Snake River Headwaters Conservation Associate
Alicia Brisson
Alicia Brisson was born and raised in Vermont. She earned a degree in Environmental Studies from the University of Vermont, where she developed a strong interest in community-based conservation and environmental outreach. Before joining Trout Unlimited, Alicia worked as a fly fishing guide with the Jackson Hole Fly Fishing School, combining her love for rivers with a passion for education and connecting people to nature. Her previous experience also includes engaging local communities in the stewardship of public green spaces through her work with the City of Laramie, Wyoming, and supporting advocacy efforts for accessible, low-impact transportation with Sustainable Transportation of Vermont. Outside of work, Alicia enjoys fly fishing, hiking, and skiing.
